- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Oracle EBS Financials Functional Consultant

Role Background
NCIA requires an Oracle EBS Financials Functional Consultant to support the FinS Application Service in Braine-l'Alleud.
The FinS service supports Oracle E-Business Suite applications used across NATO for business processes including finance, acquisition and travel. The contractor will work as a Level 3 Support Engineer, providing functional support and continuous improvement for these applications.
Role Duties and Responsibilities
- Provide functional support for Oracle E-Business Suite (EBS) and related applications such as GL Wands and Apro.
- Provide Level 2 and Level 3 functional support.
- Investigate and resolve incidents, problems and service requests.
- Log, track and maintain support tickets within agreed service levels.
- Gather and analyse new business requirements and change requests.
- Support application configuration, setup and functional design.
- Develop and review requirements, functional/technical design documents and system specifications.
- Estimate effort for new requirements and implementations.
- Perform full lifecycle testing before User Acceptance Testing (UAT).
- Support integration activities across projects and Service Lines.
- Escalate complex issues to vendors or other technical teams and follow through to resolution.
- Maintain knowledge-base documentation.
- Provide Oracle EBS guidance and training to users.
- Support users with best practices and self-service resources.
- Deliver briefings and presentations.
Essential Skills
- Strong knowledge of Oracle E-Business Suite R12.2.x Financials and Purchasing.
- General Ledger (GL).

- Budget accounting and budgetary control.

- Month-end and year-end financial processes.
- Finance-related reporting.
- Bank reconciliation and electronic banking payment formats.
- Finance approval workflows across AP, Purchasing and GL.
- Travel claim processes and tools.
- Level 2/Level 3 application support.
- Basic SQL and SQL* knowledge.
- Configuration management/versioning.
- ITIL 4 understanding.
- Hands-on BMC Remedy ITSM experience.
- Strong analytical and problem-solving skills.
- Ability to document processes and provide user training.
Experience
Practical experience across Oracle EBS R12.2.x Financials and Purchasing, together with L2/L3 functional support experience.
The role also specifically requires “demonstrating a 24 months sustained period of performance on the previous 2 most recent assignments.”
ITIL 4 understanding is required.
