This recruitment competition at Assistant Principal Officer (AP) level for the role of ICT Applications/Digital Solutions Manager in the Civil Service, offers you an exciting chance to be a part of delivering on this vision as we work to meet Ireland’s EU Digital Decade targets, implement Government strategies in our organisations and enable the State to engage digitally with members of the public, businesses, and public servants. Having the right people in place is essential if we are to deliver on the vision for Ireland to be recognised as a global leader in digital government. About the Role: The specific nature of each role will be determined by the range of digital and ICT services needed to support the business for each particular organisation. Larger organisations may have multiple AP-level manager roles across their ICT/digital teams, while smaller organisations will have a single AP-level ICT Manager acting as Head of ICT/Digital and most senior trusted digital advisor to that organisation. However, some duties and responsibilities will be common to all roles and are broadly set out below: • Leading and managing the design, build and implementation of secure solutions which meet the needs of a range of customers internal and external and including individuals and businesses. This will include the full development lifecycle for software and applications development projects across a range of technologies and platforms including cloud, App and web development, data management, database administration, business analysis/discovery, business intelligence and data analytics and DevOps; • Playing a lead role in digital transformation initiatives, helping your organisation to meet its strategic objectives and also to support the delivery of government strategies such as the Digital Public Services Plan 2030 and further strategic initiatives that may emerge; • Leading engagement with senior stakeholders to identify and prioritise digital transformation opportunities, building collaborative partnerships to deliver strategic digital initiatives that align with organisational objectives, ensure sound financial and risk management, and maximise value from technology investments; • Driving effective data governance, information management, reporting, performance measurement and evidence-based decision making across the organisation while leading the development, adoption and promotion of ICT policies, procedures and standards; • Providing strategic leadership and expert advice to senior management on digital transformation, innovation, data governance and emerging technologies, influencing organisational strategy, investment decisions and service improvement initiatives at organisational, national and EU levels; • Showing leadership in ensuring a focus on continuous improvement and quality service delivery and in managing your team and the resources assigned to you; •Leading the monitoring, evaluation and benefits realisation of digital investments and initiatives, using performance metrics and evidence-based insights to drive continuous improvement in organisational effectiveness and public service delivery; •Communicating complex technical concepts, risks and opportunities clearly and effectively to non-technical audiences, including senior executives, governance boards and external stakeholders; •Demonstrating and maintaining a broad knowledge of technology solutions, current trends, techniques and standards and proactively pursuing new technology developments and undertaking appropriate continuous professional development to ensure that you stay up to date with the technologies in your area of operations; •Such other duties as may be assigned from time to time. About You: Given the technical nature of the roles to be filled, you must have a relevant qualification which is matched with experience appropriate to this ICT Applications/Digital Solutions Manager role. You should make sure that your application form clearly shows the experience you have gained so far in your career. Accordingly, you must, on or before 22nd October 2026, meet one of the following sets of criteria: A. A qualification at Level 7 on the National Framework of Qualifications (NFQ) major award (i.e. an ordinary level degree), or higher, in a relevant computing or computational discipline and at least 5 years directly relevant* hands-on ICT Applications/Digital Solutions experience from your employment to date; OR B. A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree), or higher, in a relevant computing or computational discipline and at least 3 years directly relevant*, hands-on ICT Applications/Digital Solutions experience from your employment to date; OR C. A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree), or higher, with computing/computational modules taken in the final year and at least 5 years directly relevant*, hands-on ICT Applications/Digital Solutions experience from your employment to date; OR D. At least 8 years directly relevant*, hands-on ICT Applications/Digital Solutions experience from your employment to date and either: a. a Level 6 qualification on the NFQ major award qualification, or higher, in a relevant area of ICT/ Digital or b. at least 2 industry-recognised certifications in a relevant area of ICT/Digital (see pg.10 for a range of examples) *Examples of relevant experience should include, but are not limited to, areas such as managing delivery of digital solutions, digital transformation programmes, enterprise architecture, service redesign initiatives, business process improvement, software and applications development projects involving a range of technologies and platforms covering web development, data management, database administration, business analysis/discovery, business intelligence and data analytics, DevOps, etc. Further information including details on how to apply for this position is available on www.publicjobs.ie.
