IPODOMI AEC & DEVELOPMENT S.A.
Thessaloniki, Greece | Reporting directly to the CEO
IPODOMI AEC & DEVELOPMENT S.A., an architecture, engineering, construction and development company with nearly 60 years of history, is seeking an experienced Chief Technical Officer to join its executive leadership team.
We are looking for an accomplished engineering and construction executive with the technical expertise, commercial judgement and leadership capability to strengthen our technical organisation and deliver consistent project results.
The Role
Reporting directly to the CEO, the CTO is the company’s most senior technical executive, with overall managerial and technical responsibility for the Construction and Design divisions, together with the Technical PMO, Procurement, and Cost Estimating functions.
The CTO’s mandate is to translate company strategy into effective technical operations, capable leadership teams and reliable project delivery. The role carries accountability for agreed production and execution cost targets, schedule performance, quality and the implementation of safety standards across the technical organisation.
The CTO exercises technical and organisational decision-making authority within approved budgets and delegated limits, working closely with the company’s executive team.
The position is based in Thessaloniki, with travel to project sites as required.
Key Responsibilities
- Technical strategy and executive leadership: Contribute to corporate strategy and lead its implementation across the technical organisation. Define priorities, strengthen management practices and advise the CEO on delivery capacity, technical risks and organisational needs.
- Leadership of directors and functional managers: Lead, develop and evaluate technical leaders. Establish clear responsibilities, performance expectations and escalation procedures, and coordinate resources across concurrent projects.
- Integrated project delivery: Ensure effective coordination between design, construction and the Technical PMO. Resolve critical technical issues and intervene where project performance requires executive attention.
- Execution planning and governance: Oversee the preparation and implementation of Construction Execution Plans covering scope, schedules, budgets, resources and work sequencing. Approve material technical changes within delegated authority and escalate decisions requiring further management approval.
- Estimating, procurement and subcontracting: Oversee tender cost estimates, technical assumptions and assessments of delivery feasibility. Ensure procurement and subcontracting support project specifications, approved budgets and required delivery dates.
- Production and cost performance: Take responsibility for agreed production and execution cost objectives. Monitor productivity, resource utilisation and forecast cost at completion, ensuring timely corrective action and reliable reporting to Finance and the CEO.
- Payment applications and contractual documentation: Ensure timely preparation and submission of technical documentation supporting quantity measurements, progress valuations, payment applications, variations and contractual claims. Monitor progress through the relevant approval processes.
- Quality and safety: Ensure technical teams apply project specifications and quality, environmental, and health and safety procedures, working closely with the responsible specialists.
- Stakeholder management and executive reporting: Lead high-level technical discussions with clients, consultants, subcontractors and partners. Participate in executive management meetings, provide monthly performance and risk reporting to the CEO, and brief the Board when requested.
Candidate Profile

- Substantial senior leadership experience as a Technical Director, Construction Director, or in a comparable role within engineering and construction.
- A proven record of leading senior technical managers, multidisciplinary teams and multiple concurrent projects.
- Demonstrated success in delivering projects against agreed production, cost, schedule and quality objectives.
- Strong expertise in execution planning, resource allocation, estimating, procurement and subcontracting.
- Sound understanding of forecast final costs, progress valuations, payment applications, variations and contractual claims.
