💼 Hiring: Tech Lead, Payments (Kazakhstan) - Binance 📍 Remote - Astana / Almaty, Kazakhstan / CIS Region | 🕐 Posted 1 day ago - October 1, 2026 | 💰 Competitive salary and benefits | 🧑‍💻 Full-time | 🔗 Payments / NBK / AFSA Binance is seeking a senior technology leader to design and own the technical perimeter of its licensed payment business in Kazakhstan and the CIS region. 📋 Responsibilities include: - Own IT architecture for payment and e-money processing, accounts, wallets, ledger, reconciliation, and reporting, in line with NBK and AFSA rules - Lead integration with national payment infrastructure (NBK, KCIS, National Payment Corporation) and Digital Tenge where relevant - Lead state-system integration for onboarding and reporting (eGov, Smart Bridge, digital signature, biometrics, Financial Monitoring Agency) - Build the interface with Binance global platforms, segregate data and client funds, and deliver automated NBK and AFSA reporting - Establish information security and own technology input for licence applications and regulator inquiries - Oversee outsourcing and lead the local technology team 🔑 Requirements / Must-have: - 10+ years in technology in banking, payments, or fintech, including 5+ years as CTO, CIO, or Head of IT at a licensed payment organisation in Kazakhstan - Hands-on experience with Kazakhstan payment infrastructure and state systems (eGov, Smart Bridge, digital signature, biometrics, Financial Monitoring Agency) - Experience building a licensed entity IT function from the ground up, including regulatory review - Deep knowledge of NBK information security and ICT rules, Kazakhstan personal data law, and the AIFC/AFSA framework - Payment architecture background (ISO 20022, SWIFT) and ISO/IEC 27001 or equivalent; fluent Russian and English 🛠 Nice-to-have / Preferred: - PCI DSS experience - Crypto, digital assets, or e-money experience - Kazakh language 💡 Perks & Benefits: - Work-from-home arrangement (may vary by team) 📩 To apply: Apply: https://jobs.lever.co/binance/9ad43870-5296-43f2-8825-23cd0f47abe9/apply 🔗 Original post: https://jobs.lever.co/binance/9ad43870-5296-43f2-8825-23cd0f47abe9/ 📌 New here?
